There's talk of taxing people for rubbish collection based on how much rubbish they generate.

Oh crap, our neighbours already think nothing of moving on to our wheelie bin when theirs is full (grr), just think what they'll do if they get taxed for it.

Stupid, don't they think these things through? It won't really affect them though will it?
